Development of Maximum Allowable Emissions projects
Maximum Allowable Emissions is a limit of pollutant emission, determined for fixed sources of air pollution on basis of standard specifications of equipment and background pollution level. MAE limits shouldn’t exceed general air quality standards.
MAE project development is aimed to determine air protection measures and is required for all operating industrial facilities.
MAE project development allows to reduce air pollutants’ concentration in the vicinity of residential areas to the levels, established by epidemiological standards.
Maximum Allowable Emissions project contains following basic sections:
- introduction, general information about the company,
- characteristics of industrial facility as a source of air pollution,
- calculations and Maximum Allowable Emissions limits determination,
- plan of measures for emissions reduce,
- measures of emission control in unfavorable weather conditions,
- suggestions on MAE regulatory compliance during facilities operation.
MAE project procedures include:
- determination of all pollutants’ sources,
- MAE project development,
- obtaining sanitary conclusion from Federal Service on Surveillance for Consumer rights protection and human well-being (Rospotrebnadzor),
- project approval by Federal Service for Supervision in the Sphere of Natural Resource Use (Rosprirodnadzor):
Terms of MAE limits approval by Rospotrebnadzor and Rosprirodnadzor according to regulations are 3 months. Period of validity of MAE projects is 5 years (in case of stable implementation conditions).
