Development of “Mitigation measures” section

“Mitigation measures” section is developed in compliance with item 48 of Urban Development Code of RF and Government decree from 16.02.2008 №87 ‘Regulation on Composition of Design Documentation Sections and Requirements to Their Contents”. These documents contain basic requirements to project documentation content.

Presence of “Mitigation section” is a mandatory requirement for submitting project documentation to State Expert Review.

ZAO “NPF “DIEM” develops “Mitigation measures” section, which includes EIA results, list of environmental protection (mitigation) measures during construction and implementation phases, environmental protection costs and compensation costs calculation.

Development of “Environmental Impact Assessment” (EIA) section

In compliance with Government decree from 16.02.2008 №87 ‘Regulation on Composition of Design Documentation Sections and Requirements to Their Contents” EIA is not only a part of final project documentation, but procedure held on all stages of project documentation development for projects, which are the subject of State Environmental Expert Review. These are projects on different types of activities within continental shelf, exceptional economic zone, inland sea waters and territorial waters of RF, in borders of special protected areas (SPAs), projects of landfill facilities and projects of artificial land plots within water bodies.

EIA section is developed in compliance with article 14 of Federal Law “Concerning Environmental Expert Review” and Regulations of EIA (Decree № 372 of National Environmental Protection Committee of the Russian Federation from 16.05.2000).

Presence of EIA section is a mandatory requirement for submitting project documentation to State Expert Review. 

During EIA procedure DIEM specialists develop scope of works (EIA realization plan), inform public and authorities concerned about project activities, prepare preliminary EIA report, hold public consultations, work with comments and suggestions and develop final EIA report.

Sanitary Protection Zones (SPZ) design

SPZ is a territory with specific land-use regulations, which provide appropriate level of air pollution. SPZ are organized around facilities, which have negative impact on environment and people health.

SPZ development is regulated by article 16 of Environmental Protection Act of RF and Sanitary Regulations and Standards 2.2.1/2.1.1.1200-03. These Regulations contain SPZ size requirements for a number of objects, classified according to their possible impacts. For facilities and activities, not listed in Regulations and/or having 1-3 hazard class SPZ development is required.

ZAO “NPF “DIEM” develops SPZ design during all stages of: urban planning documentation, and construction projects development, reconstruction and operation of particular facilities.

SPZ projects, developed by DIEM specialists include:

• SPZ size calculations, on the basis of environmental survey, air quality parameters measuring and physical impact measuring results,
• determination of mitigation measures for protection from pollutants’ emissions and physical impacts,
• SPZ land-use zoning and determination of land-use regulations.
